Introduction:

In early 2008 the Government of the Islamic Republic of Afghanistan requested Asian Development Bank (ADB) to prepare a new project for improved water resources management and irrigated agriculture – subsequently named as the Water Resources Development Investment Program (WRDIP).

The investment program is expected to increase the productivity of irrigated agriculture by improving water resources management through infrastructure development, capacity building, and institutional strengthening. The program comprises of following four parts;

  1. Northern Basin Development
  2. NVDA Improvement
  3. Flood Management
  4. Investment Program Management and Development

 

Nangrahar Valley Development Authority (NVDA) is an irrigation infrastructure project. NVDA project is one of the components of the ADB funded program WRDIP.

NVDA Improvement component is an irrigation project implemented by Ministry of Agriculture, Irrigation and Livestock (MAIL) with allotted budget of 25 million USD (Additional budget 6.49 million USD). It has mix of about 22,000 hectares of private and publicly managed irrigated land plus a range of agriculture related facilities based on the former Soviet collective farm model. The project is designed to finance rehabilitation and upgrading (R&U) of the existing irrigation system, and development of new irrigation and water resources infrastructure.

Impact:

The investment program will increase the productivity of irrigated agriculture as a result of improved water resources management through infrastructure development, capacity building, and institutional strengthening.

Outcome:

The expected outcome of the investment project is improved water resources management through rehabilitation and upgrading of irrigation system.

 

Main Objectives of NVDA:

  • Finance rehabilitation and upgrading of the existing irrigation system, and development of new irrigation and water resources infrastructure;
  • Rehabilitation & Upgrading of the Main canal, secondary structures, and larger tertiary structures in the Nangrahar valley area;
  • Supporting the development of improved canal access points for women for household use;
  • Mobilizing and establishing Irrigation Associations (IAs) on the privately managed lands and on lands with less holders including developing a training program for IAs and farmers
  • Purchasing of some machineries for Directorate of Nangrahar Valley Development Authority  
  • Capacity building of DNVDA and relevant stake holders
  • Preparation of an institutional reform and business plan with associated adjustment cost for restructuring of NVDA on a corporate basis

NVDA Project Activity Plan for the year 1397:

 

  1. Survey and design of 5 structures of NCB-046 Project
  2. Procurements process of NCB-046 Project
  3. Implementation of NCB-046 project which is consist of repairing Surkhab Siphon, repairing of main canal remaining work, repairing of secondary canal no 29 & 30, repairing of Secondary canal no 30 access road and retaining wall and repairing of Charwazi embankment.
  4. Recruitment of NGO for the establishment and capacity building of IAs and other OFWM activities in Nangrahar and Balkh Provinces.
  5. Capacity Building of 28 IAs in Nangrahr along with community contracts in the secondary canals.
  6. Establishment, Registration and capacity building of 45 IAs in Balkh along with community contracts in the secondary canals.
  7. Survey, design, procurement process, delivery, construction and installation of solar plant for the two pump station on Nanharah canal.
  8. Purchasing of operation and maintenance machineries for DNVDA.
