Minister of Agriculture: The civic values inserted in constitution of Afghanistan can only be found in laws of advanced countries

The Ministry of Agriculture, Irrigation and Livestock (MAIL) celebrated 17th anniversary of ratification of the country's constitution.
Dr. Anwarul Haq Ahady, minister of agriculture, irrigation and livestock, at the ceremony, mentioned the country's constitution as the most valuable national document and said that this law has very advanced values.
Mr. Ahady added, "Afghanistan’s constitution is a relatively advanced law compared to other countries, which speaks of relatively advanced political values and institutions."
The Minister of Agriculture said that separation of powers, freedom of speech, rights and equality of citizens are among the values that are discussed only in the constitutions of the most developed countries, but these values are also included in the constitution of Afghanistan. He added, "In Afghanistan, our constitution is so advanced that it not only emphasizes the protection of women's rights, but also brings up at least one specific section in women's representation, which requires at least 25 percent of the representatives in the "Parliament should be for women."
The Minister of Agriculture also referred to the country's constitution as a "living law" and said that more efforts should be made to keep the law alive. According to him, when the law is followed properly, its life is guaranteed. Mr. Ahady said, "I think it is very important for people to understand the law in order to keep the law alive and to make our actions in accordance with the law.”
The Minister of Agriculture also stressed that the Constitution also assigns responsibilities to the Ministry of Agriculture, which is required to act in accordance with the law.
Also, Shakib Sharifi, director of planning and Coordinating of Programs in the Ministry of Agriculture MAIL said that MAIL has a section called the Legislative Directorate, which is responsible in  implementing all policies, regulations, bills and laws related to this ministry based on mother laws. Mr. Sharifi said that all legislative documents, including various laws, regulations, statutes, procedures, bills and policies related to the Ministry of Agriculture, amount to 114 documents, of which 72 have been enacted and 42 have been drafted.
In commemoration of the anniversary of the adoption of the Constitution in the Ministry of Agriculture, Mohammad Khalil Ghiyami, a specialist in the Department of Communication and Awareness of the Constitution, read the message of the leadership of the Commission for Supervision of the Implementation of the Constitution. In this message, the leadership of the Commission for Supervision of Implementation of the Constitution mentioned the Constitution as the basis of the political system, as well as the limits of the power of separation of powers, rights and duties and the basis of all laws.
The current Constitution consists of 12 chapters and 162 articles was approved by Constitutional Loya Jirga (December 13, 2003 - January 4, 2004).
