1. The Islamic Republic of Afghanistan has received financing from the Asian Development Bank (ADB) towards the cost of Panj-Amu River Basin Project (P-ARBP)". Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
2. The Ministry of Agriculture, Irrigation and Livestock ("the Employer") invites sealed bids from eligible bidders for Rehabilitation of Secondary Network of Laqi, Aqtepa, Chardara and Qalae Zal in Kunduz Province As per Designs Drawing, Technical Specification and Bill of Quantity.
3. Only eligible bidders with the attached key qualifications in the bidding documents should participate in this bidding;
a) Submission of an audited balance sheet for the last 3 years. Bidder's net worth calculated as the difference between total assets and total liabilities should be positive;
b) The average annual turnover shall be of a minimum of AFS 387,716,600.00 AFN with in last 3 years.
c) Participation in at least one contract that has been successfully or substantially completed within the last 8 years counting backward from date of Bid Submission and that is similar to the proposed works, where the value of the bidder’s participation exceeds 180,934,414 AFN. The similarity of the bidders participation shall be based on Key activates which is mentioned in Bidding Document.
d) The Bidder must demonstrate that its financial resources for amount for the Subject Contract of AFN 43,079,622.00

5. A complete set of Bidding Documents in English may be obtained by interested eligible bidders in a flash and cd from Works Department of Procurement Directorate of MAIL, Kabul, Afghanistan. The interested bidders may contact by email or phone with the above project focal points for bidding documents. Bids should be submitted in sealed envelopes containing a technical proposal and a price proposal marked "Original" & 2 copies marked "COPY" to address in Kabul only.
6. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 07-Aug-19 at 10:00 AM in the meeting room at the address given below to explain the procedure of proper preparation and submission of bid, clarify issues and to answer questions on any matter that may be raised at that stage.
7. Deliver bid:
(i) In hard copies, the bid should be submitted to the address in Kabul.
(ii) On or before the deadline 21 -August -2019 Time: 10:00 AM.
(iii) Together with a bid Security as stated in the bidding document (Bid Data Sheet).
Electronic submission of Bids will NOT be accepted. Bidders are required to submit Bids in person or currier on or before the date and time for submission of Bids along with the Bid Security. The Employer will NOT consider any bid that arrives after the deadline for submission of bids. Any bids received after the deadline shall be declared late, rejected, and returned unopened to the bidder.
Bids will be opened immediately after the deadline at the Deputy Ministry of Finance and Admin Building, First Floor, Procurement Directorate, Ministry of Agriculture, Irrigation and Livestock (MAIL), Jamal Mina, Kabul, Afghanistan in the presence of bidders who choose to attend.
8. When comparing Bids, ADB's Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
