The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestock has received a [“Grant”] financing from the World Bank toward the cost of Emergency Agriculture & Food Supply Project (EATS) and intends to apply part of the proceeds toward payments under the contract for Procurement of Improvement Works of: Procurement of Improvement Works of Kohna Bazar Irrigation Scheme in  Saripul-  Saripul.  RFB No: NPA/MAIL/1400/W-2736/NCB (AF-MAIL/EAT-214443-CW-RFB/M034)

1. The National Procurement Authority (NPA) Ministry of Agriculture, Irrigation and Livestock now invites sealed Bids from eligible Bidders for Procurement of Improvement Works of: Procurement of Improvement Works of: Procurement of Improvement Works of Kohna Bazar Irrigation Scheme in  Saripul-  Saripul., RFB No: NPA/MAIL/1400/W-2736/NCB (AF-MAIL/EAT-214443-CW-RFB/M034) /construction period of  14 Months from start date.
2. Bidders are required to meet the Qualification requirements listed briefly hereunder. [Bidders are advised to refer to the Bidding documents for complete details in this regard.]  

1. Minimum annual financial turnover in civil engineering construction works in any one year during the last 5 years shall be: 17,000,000 Afghani price level 2021
2. Completed substantially at least one similar contract within the last five years with a minimum value of: 10,000,000 Afghani price level 2021
3. Access to the key Contractor’s equipment as specified below;

(d)     Bidder must demonstrate that it will have the personnel for specified key positions.

 (e)    Bidder must demonstrate access to liquid assets or credit facilities by submitting the Banker’s certificate for an amount of: 3,600,000 Afghani

(f)      Bidder shall not have during the last 5 years (i) history of non-performance of a contract or (ii) a consistent history of litigation or arbitration awards. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018.  (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

3. Interested eligible Bidders may obtain further information from National Procurement Authority(NPA); E-mail: pfd_d_01@npa.gov.af, pfd_h_05@npa.gov.af Hikmatullah.asad@npa.gov.af CC to rahim.fahim@gmai.com,, khyber.massoudy@mail.gov.af, mohammadullah.sahil@mail.gov.af, and inspect the bidding document during office hours from 8:00 to 16 :00 Hrs from Saturday to Wednesday and from 8:00 to 15:00 Hrs on Thursdays at the address given below.
4. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below.
5. Bids must be delivered to the address below on or before 10:00 AM local time on the June 7, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
6. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on  May 25, 2021 at 10: 00 Hrs, NPA building, NPA Conference Room to clarify issues and to answer any matter that may be raised at that stage. A site visit conducted by the Employer shall be organized on the next day of pre-bid meeting.
7. All Bids must be accompanied by a Bid Security of: 300,000 Afghani
