The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestock has received a [“Grant”] financing from the World Bank toward the cost of Emergency Agriculture & Food Supply Project (EATS) and intends to apply part of the proceeds toward payments under the contract for: Procurement of Improvement for Bamyan Province: Lot1 = Improvement of Balkhi, Irrigation Scheme / Lot 2 = Improvement of Mahdi Irrigation Scheme / Lot 3= Improvement of Babur Dara Irrigation Scheme in Yakawolang.

The National Procurement Authority (NPA) Ministry of Agriculture, Irrigation and Livestock now invites sealed Bids from eligible Bidders for: Procurement of Improvement for Bamyan Province: Lot1 = Improvement of Balkhi, Irrigation Scheme / Lot 2 = Improvement of Mahdi Irrigation Scheme / Lot 3= Improvement of Babur Dara Irrigation Scheme in Yakawolang.

construction period of 11 Months for each lot from start date.

1. Bidders are required to meet the Qualification requirements listed briefly hereunder. Bidders are advised to refer to the Bidding documents for complete details in this regard.

1. Minimum annual financial turnover in civil engineering construction works in any one year during the last 5 years shall be:

Lot1- Improvement of Balkhi, Irrigation Scheme: 8,900,000 Afghani at 2021 price level.

Lot2- Improvement of Mahdi Irrigation Scheme: 10,000,000 Afghani at 2021 price level.

Lot3- Improvement of Babur Dara Irrigation Scheme in Yakawolang: 13,700,000 Afghani at 2021 price level.

Note: If the bidders wish to qualify for award of the contract for more than one lot then the bidder must demonstrate having required annual construction turnover to meet the aggregate of the qualifying criteria for the individual lots.

2. Completed substantially at least one similar contract within the last five years with a minimum value of:

Lot1- Improvement of Balkhi, Irrigation Scheme: 5,800,000 Afghani at 2021 price level.

Lot2- Improvement of Mahdi Irrigation Scheme: 6,400,000 Afghani at 2021 price level.

Lot3- Improvement of Babur Dara Irrigation Scheme in Yakawolang: 8,800,000 Afghani at 2021 price level.

 (b)   Access to the key Contractor’s equipment as specified below;

 (e)    Bidder must demonstrate access to liquid assets or credit facilities by submitting the Banker’s certificate for an amount of:

Lot1- Improvement of Balkhi, Irrigation Scheme: 2,000,000 Afghani at 2021 price level.

Lot2- Improvement of Mahdi Irrigation Scheme: 2,200,000 Afghani at 2021 price level.

Lot3- Improvement of Babur Dara Irrigation Scheme in Yakawolang: 2,900,000 Afghani at 2021 price level.

Note: If the bidders wish to qualify for award of the contract for more than one lot then the bidder must demonstrate having required liquid assets to meet the aggregate of the qualifying criteria for the individual lots

(f)      Bidder shall not have during the last 5 years (i) history of non-performance of a contract or (ii) a consistent history of litigation or arbitration awards. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018.  (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

2. Interested eligible Bidders may obtain further information from National Procurement Authority(NPA); E-mail: pfd_d_01@npa.gov.af, pfd_d_08@npa.gov.af,  Hikmatullah.asad@npa.gov.af CC to rahim.fahim@gmail.com, khyber.massoudy@mail.gov.af, mohammadullah.sahil@mail.gov.af, and inspect the bidding document during office hours from 8:00 to 16 :00 Hrs from Saturday to Wednesday and from 8:00 to 15:00 Hrs on Thursdays at the address given below.
3. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below.
4. Bids must be delivered to the address below on or before 10:00 AM local time on Jun 13,2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
5. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on May 23,2021 at 10: 00 AM, NPA building, NPA Conference Room to clarify issues and to answer any matter that may be raised at that stage. A site visit conducted by the Employer shall be organized by MAIL on the next day of the pre- bid meeting.
6. All Bids must be accompanied by a Bid Security of:

Lot1- Improvement of Balkhi, Irrigation Scheme: 200,000 Afghani

Lot2- Improvement of Mahdi Irrigation Scheme: 200,000 Afghani

Lot3- Improvement of Babur Dara Irrigation Scheme in Yakawolang: 300,000 Afghani
