- The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestockhas received [“Grant”] financing from the World Bank toward the cost of the Emergency Agriculture & Food Supply (EATS) Project and intends to apply part of the proceeds toward payments under the contract[1] for Procurement of IT Accessories.
2. The Ministry of Agriculture, Irrigation and Livestock now invites sealed Bids from eligible Bidders for the provision of IT Accessories / Software’s for Kabul Office -Afghanistan, with 2(Two) Months delivery period from the signing of the contract.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)as specified in the World Bank’s “Procurement Regulations for IPF Borrowers “July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Procurement Directorate of MAIL; E-mail: mohammadullah.sahil@mail.gov.af CC to rahim.fahim@gmail.com and inspect the bidding document during office hours December, 20, 2020 to January 20, 2021. From 9:00 to 15:00 Hrs from Saturday to Wednesday and from 9:00 to 13:00 Hrs on Thursdays at the address given below.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable feeof 0.00AFN (free of cost).
6. Bids must be delivered to the address below before 10:00 AM Local time on the January 20, 2021. Electronic Bidding will notbe permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
7. All Bids must be accompanied by a Bid Security of AFN 400,000.
8. Completed substantially at least one similar contract within the last five years with a minimum value of AFN 12,700,000.
9.The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): AFN 5,000,000 (five million Afghani) for the last 28 days (Bank Statement)
10 Achieved the average of last five years a minimum annual financial turnover in Goods contract of AFN 20,000,000.

[1] Substitute “contracts” where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
