BACKGROUND
Support to National Priority Program2 (SNaPP2) is a development project of MAIL funded IFAD with the goal to improve food security and economic status of poor rural households in three provinces; Balkh, Herat, and Nangarhar. The Sector Focus of CLAP and SNaPP projects (Poverty Reduction, Food Security, Income Opportunity, M&E). The project will reach at least 57,000 households consisting of 427,500 people in these provinces. Community Livestock and Agriculture Project (CLAP). The overall goal of the project is to contribute to poverty reduction in rural Afghanistan. The long term goal of the project is to contribute to reducing poverty in rural Afghanistan and its short term goal to improve the food security of 169,500 rural households in selected districts in the provinces of Kabul, Parwan, and Logar by increasing agriculture and livestock productivity. While the SNaPP projects have two specific objectives:
(i) institutional development and capacity building of community organizations, public extension services, and relevant private sector entities in the provinces; and
(ii) sustained increased incomes of small farmers and herders fostered by improvements in productivity and output, infrastructure, and market linkages. These objectives will be addressed through supporting institutions and services, fostering increased productivity and production, and where feasible, upgrading profitable agriculture/livestock value chains.
Job Summary:
M&E Officer is responsible for collecting, checking, and analyzing project data from the field. The candidate will be responsible to provide narrative and graphical reports of the SNaPP2 and CLAP project outputs to the Monitoring and Evaluation Unit when needed. Support the M&E unit in terms of data collection, data entry, data compilation, data analysis, data dissemination and recording of all provincial level IFAD project performance and achievements.
Job Requirement:
- Minimum Bachelor (B.Sc.). Knowledge and experience in social science, statistics, project management and RBM,data collection, analysis, report writing.
- Experience in field visit for monitoring and conduct evaluation or assessment is preferred.
- Degree in Management and agriculture and Experience in agriculture extension is a plus.
- At least 4 years of relevant work experience.
- Working knowledge of the sector and experience in M&E
Job Duties & Responsibilities:
The M&E Officer plays an essential role in tracking and updating M&E data as well as ensuring the data is of the best quality possible. Responsibilities include:
- Regular Monitoring of field activities through M&E unit monitoring and evaluation tools.
- Will have the direct responsibility of collecting, compiling and recording data on activities, outputs and outreach.
- Provide support to the M&E unit team at central in the process of MIS, GIS, and remote sensing system establishment for IFAD funded projects.
- Assist service providers in the design and implementation of appropriate participatory tool and methodologies to ensure communities' empowerment and their participation in planning and monitoring of project activities
- The M&E officer should ensure that the project activities as identified in detailed Annual Work Plan and Budget, Conform with the overall project work plan and budget, Logical Framework as well as IFAD and MAIL guidelines and policies.
- M&E officer should provide support or facilitation to the outsource team for conducting baseline surveys following the methodology of the IFAD Result and Impact Monitoring System(RIMS) for the current and newly approved projects.
- Lead monitoring and evaluation at the provincial level in close coordination with the M&E unit team.
- Routinely perform quality control checks of Monitoring and Evaluation work.
- Supervise other CLAP/SNAPP project teams and activities while conducting monitoring across all program areas.
- Conduct interview and filled out questionnaires forms for different surveys
- Monitor project output/ outcome indicators and assess progress made against targets with considering of project quality, and provide timely feedback to M&E Unit staff.
- Coordinate data collection, data entry, and data verification with designated project staff to make sure the collected data is accurate and reliable.
- Timely update the M&E unit team on project implementation, key findings, and recommendations for decision making and planning purposes.
- Actively participate in project implementation and coordination meetings at the provincial level and M&E training at the central level.
- Provide inputs to project reports and upon request of the M&E Unit team.
- Maintain a clear and responsive filling system for SNaPP2 and CLAP projects and M&E activities.
- Perform any other tasks assigned by M&E unit Head
- Requires travels to other provinces and districts of SNaPP2/CLAP intervention
- Implementing monitoring systems and designing monitoring tools;
- Developing data collection tools;
- Monitoring projects activities, outputs, and progress towards anticipated results;
- Working with data platforms, databases and select technologies to capture and organize data;
- Training field staff in monitoring and evaluation processes and providing ongoing coaching;
- Conducting or providing support to data quality assessments.
- Monitor and review project implementation regularly to assess and identify challenges and bottlenecks and explore practical solutions.
- Coordinate and ensure implementation of all activities on M&E with the M&E Senior Officer
