The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestock (MAIL) has received a [“Grant”] financing from the World Bank toward the cost of Emergency Agriculture & Food Supply Project (EATS) and intends to apply part of the proceeds toward payments under the contract for Procurement, Improvement for Balkh Irrigation Scheme of:

Lot1- Amarkhail Irrigation Scheme in Balkh - Lot2- Abdul Baqi Irrigation Scheme in Balkh, Lot3- Nawa Irrigation Scheme in Balkh, Lot4 Joi Kalan Irrigation scheme in Balkh, Lot5 Now Bar Irrigation Scheme in Balkh, Lot6 Khawaja Gholak Irrigation Scheme in Balkh, Lot7 Talow Irrigation Scheme in Balkh and Lot8 Mula Omar Irrigation scheme in Balkh.

The National Procurement Authority (NPA) Ministry of Agriculture, Irrigation and Livestock(MAIL) now invites sealed Bids from eligible Bidders for: Procurement, Improvement for Balkh Irrigation Scheme of: Lot1- Amarkhail Irrigation Scheme in Balkh - Lot2- Abdul Baqi Irrigation Scheme in Balkh, Lot3- Nawa Irrigation Scheme in Balkh, Lot4 Joi Kalan Irrigation scheme in Balkh, Lot5 Now Bar Irrigation Scheme in Balkh, Lot6 Khawaja Gholak Irrigation Scheme in Balkh, Lot7 Talow Irrigation Scheme in Balkh and Lot8 Mula Omar Irrigation scheme in Balkh.

construction period of 14 Months for each lot from start date.

  1. Bidders are required to meet the Qualification requirements listed briefly hereunder. Bidders are advised to refer to the Bidding documents for complete details in this regard.
  1. Minimum annual financial turnover in civil engineering construction works in any one year during the last 5 years shall be:

Lot1- Amarkhail Irrigation Scheme in Balkh: 13,900,000 Afghani at 2021 price level.

Lot2- Abdul Baqi Irrigation Scheme in Balkh: 14,400,000 Afghani at 2021 price level.

Lot3- Nawa Irrigation Scheme in Balkh: 13,200,000 Afghani at 2021 price level.

Lot4 Joi Kalan Irrigation scheme Balkh: 15,300,000 Afghani at 2021 Price level.

Lot5 Now Bar Irrigation Scheme in Balkh: 14,100,000 Afghani at 2021 price level.

Lot6 Khawaja Gholak Irrigation Scheme Balkh: 24,200,000 Afghani at 2021 Price level.

       Lot7 Talow Irrigation Scheme in Balkh: 31,300,000 Afghani at 2021 Price level.

    Lot8 Mula Omar Irrigation scheme in Balkh: 16,800,000 Afghani at 2021 price level.

Note: If the bidders wish to qualify for award of the contract for more than one lot then the bidder must demonstrate having required annual construction turnover to meet the aggregate of the qualifying criteria for the individual lots.

(f)      Bidder shall not have during the last 5 years (i) history of non-performance of a contract or (ii) a consistent history of litigation or arbitration awards. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018.  (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

  1.   2. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below.
  3. Bids must be delivered to the address below on or before 02:00 PM local time on Jun 13,2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
  4. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on May 23,2021 at 02: 00 PM, NPA building, NPA Conference Room to clarify issues and to answer any matter that may be raised at that stage. A site visit conducted by the Employer shall be organized by MAIL on the next day of the pre- bid meeting.
