- The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation and Livestock has received a [“Grant” from the World Banktoward the cost of Emergency Agriculture & Food Supply Project (EATS)and intends to apply part of the proceeds toward payments under the contract for Improvement Works of Qazel Qala Ishanaha Irrigation Scheme Located at Qazal Qala Village, Rustaq District and Joye Shahri Kohna Irrigation Scheme Located at Shahri Kohna Village Rustaq District of Takhar Province. RFB No: AF/MAIL/EATS- 193101-193102/B089-B063-CW-RFB
- The Ministry of Agriculture, Irrigation and Livestock now invites sealed Bids from eligible Bidders for Improvement Works of Qazel Qala Ishanaha Irrigation Scheme Located at Qazal Qala Village, Rustaq District and Joye Shahri Kohna Irrigation Scheme Located at Shahri Kohna Village Rustaq District of Takhar Province.RFB No: AF/MAIL/EATS- 193101-193102/B089-B063-CW-RFB Delivery/construction period of 12 Months from start date.
- Bidders are required to meet the Qualification requirements listed briefly hereunder. [Bidders are advised to refer to the Bidding documents for complete details in this regard.]
(a) Achieved in any one year during the last five years a minimum annual financial turnover in civil engineering construction work of AFN 33,000,000.
(b) Completed substantially at least one similar contract within the last five years with a minimum value of AFN 26,400,000.
(c) Access to the key Contractor’s equipment as specified below;

(e) Bidder must demonstrate access to liquid assets or credit facilities by submitting the Banker’s certificate for an amount of AFN 8,300,000.
(f) Bidder shall not have during the last 5 years (i) history of non-performance of a contract or (ii) a consistent history of litigation or arbitration awards.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018
- (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

From 9:00 to 15:00 Hrs from Saturday to Wednesday and from 9:00 to 13:00 Hrs on Thursdays at the address given below.
- The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. MAIL Procurement Directorate from the address given below will distribute the document in a CD.
- Bids must be delivered to the address below on or before 10:00 AM local time on the January, 19, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
- The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on January, 02, 2021 at 10: 00 Hrs, MAIL, 3rd District, Jamal Mina, Kabul University Main Road, Kabul, Afghanistan to clarify issues and to answer any matter that may be raised at that stage. A site visit conducted by the Employer shall be organized on the same day of pre-bid meeting.
- All Bids must be accompanied by a Bid-Securing Declaration
