Enhanced Agricultural Value Chains for Sustainable Livelihoods (EAVS)
Project Description:
Enhanced Agricultural Value Chains for Sustainable Livelihoods (EAVS) project was awarded to the Government of Afghanistan as per their request, in November 2012 executing by the Ministry of Agriculture, Irrigation and Livestock (MAIL) and Ministry of Finance (MoF). The purpose of this grant was to increase potato and onion production and productivity, reduce post-harvest losses, and improve farm incomes for vegetable farmers in Bamyan, Kabul, and Parwan provinces, and for oilseed producers in Nangarhar and Balkh provinces.
EAVS was a five year (November 31, 2012 - Dec 31, 2017), 29.47 million USD project funded by Japan Fund for Poverty Reduction (JFPR), and the fund managed by Asian Development Bank (ADB). Of which, 18.5 million USD was Japan Fund for Poverty Reduction, 10.475 million USD was the beneficiary contribution, and 500,000 USD was the government in-kind contribution. It was one of MAIL leading agricultural development projects working to improve onion and potato production and marketing.
Overview: Having zero energy onion and potato storages and oil 2 edible oil factories
Mission:
(i) Conducting training to farmers in the areas of best agriculture production practices, Integrated Pest Management (IPM) and, pre and post-harvest handling and management.
(ii) Establishment of the potato and onion demonstration plots.
(iii) Establishment of the zero-energy potato and onion storages in each targeted province.
(iiii) Two oil-processing facilities in Jalalabad and Mazar-e-Sharif established to produce high-quality edible oil for human consumption
The Key Goal of the Project:
- Prevention from onion and potato post-harvest lose with construction of cold storages.
- EAVS assisted its farmer beneficiaries to keep their produces in storages for almost six months and then supply it to the domestic markets with a better price particularly, during off-season, through the construction of zero energy storages for onions and potatoes.
- Training farmer beneficiaries in two sessions of trainings in the areas of best onion and potato production practices, IPM and post-harvest handling and management in Kabul, Parwan and Bamyan.
- Work and job creation for farmers and people.

Plan for the next year (1397-2018):
EAVS project closed down end Dec 2017.
One thing mentionable that the project staff requested 24% extra activities to the donor within the same budget, got approval and implemented in three provinces.
This project is completed.
