Invitation for Bids: Equipment for Nangrahar Valley Development Authority (DNVDA)

1. The Islamic Republic of Afghanistan has received financing from the Asian Development Bank (ADB) toward the cost of Water Resources Development Investment Program - Project 1. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Ministry of Agriculture, Irrigation and Livestock ("the Purchaser") invites sealed bids from eligible bidders for the procurement of Equipment for Nangrahar Valley Development Authority (DNVDA) (the Goods). Delivery period is Six Months from the contract signing date.

3. International competitive bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

1. Submission of an audited balance sheet for the last 3 years. Bidder's net worth calculated as the difference between total assets and total liabilities should be positive;
2. Minimum average annual turnover of USD 1,050,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 years.
3. Successful completion as main supplier within the last 8 years, of at least 1 contract for amount of USD 560,000.00. The similarity of the bidder’s participation shall be based on nature, and complexity similar to the scope of supply described in Section 3 of Bidding Documents.

Electronic submission of Bids will NOT be accepted. Bidders are required to submit Bids in person or courier on or before the date and time for submission of Bids along with the Bid Security. The Employer will NOT consider any bid that arrives after the deadline for submission of bids. Any bids received after the deadline shall be declared late, rejected, and returned unopened to the bidder.

Bids will be opened immediately after the bid submission deadline at the office of the Deputy Ministry of Finance and Admin Building, First Floor, Procurement Directorate, Ministry of Agriculture, Irrigation and Livestock (MAIL), Jamal Mina, Kabul, Afghanistan in the presence of bidders who choose to attend.
