1. The Ministry of Agriculture, Irrigation & Livestock (MAIL has received a grant from the Afghanistan Reconstruction Trust Fund (ARTF) toward the cost of the [National Horticulture and Livestock Project], and intends to apply part of the proceeds toward payments under the contract [1]for [EXECUTION OF 50 SEMI COMMERCIAL POULTRY FARMS (500 BRIOLER BIRDS EACH) FOR BUSINESS ORIENTED WOMEN IN MARKAZ AND KHAN ABAD DISTRICT OF KUNDOZ PROVINCE OF AFGHANISTAN][2]. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”]
2. The [National Horticulture and Livestock Project] now invites sealed Bids from eligible Bidders for [EXECUTION OF 50 SEMI COMMERCIAL POULTRY FARMS (500 BRIOLER BIRDS EACH) FOR BUSINESS ORIENTED WOMEN IN MARKAZ AND KHAN ABAD DISTRICT OF KUNDOZ PROVINCE OF AFGHANISTAN.][3].
3. The contract implementation period is: Twelve (12) months, 14 days later from date of signing of contract.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” [insert date of applicable Procurement Regulations edition as per legal agreement] (“Procurement Regulations”), and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
4. [1] Substitute “contracts” where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Bidders may Bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
