1.​This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business onDecember 30, 2012.

2.​The Islamic Republic of Afghanistan has received a Grant from the Afghanistan Reconstruction Trust Fund toward the cost of National Horticulture and Livestock Project and it intends to apply part of the proceeds of this Grant to payments under the Contract: for Lot # - I: Procurement of Goods for Supply of Vegetable Processing Equipment and Lot # - II: Procurement of Goods for Supply of Kitchen Gardening Tools

 

1. The Ministry of Agriculture, Irrigation and Livestock now invites sealed bids from eligible and qualified bidders for Lot # - I: Procurement of Goods for Supply of Vegetable Processing Equipment and Lot # - II: Procurement of Goods for Supply of Kitchen Gardening Tools

 

2. The Bidders shall quote for the complete requirement of goods and services specified in the schedule of requirements on a single responsibility basis, failing which such bids will not be taken into account for evaluation and will not be considered for award.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits- Current edition January, 2011, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from,Procurement Directorate, Ministry of Agriculture, Irrigation and Livestock and inspect the bidding documents at the address given below from 08:00 hrs to 14:00 hrs on any working day from Saturday to Wednesday.

 

5. Post qualification Requirements (ITB 38.2): After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 37.1, the Purchaser shall carry out the post qualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified.  Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications.  

(a) ​Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): 

Bidders shall include a letter from a reputable bank indicating their financial status which will indicate their ability to perform the contract of the magnitude equivalent to the quoted price. Alternatively, the bidder may attach bank statement from the date of advertisement to date of bid opening which should have enough credit balance, equivalent to the quoted price in any date of mentioned period

 

Note: If the bidder wishes to qualify for award of the contract for more than one lot, then the bidder must demonstrate having required financial capacity to meet the aggregate criteria.

 

(b)​Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): 

Bidders must provide evidence of having completed at least one verifiable similar prime contract with the cost of equal or more than the quoted price within the period of last five years.

8.​A complete set of electronic copy of Bidding Documents in English may be obtained free of  charge by interested bidders on the submission of a written application to the address below or sending an e-mail to the address below. The Bidding Documents will be sent by electronic mail

9.​Bids must be delivered to the address below at or before 10:00 AM Kabul (local time) on June 16, 2020.Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10.00 AM Kabul (local time) on the same day. All bids must be accompanied by a bid security as given below or an equivalent amount in a freely convertible currency.

10. The amount of the Bid Security shall be: Lot # - I: Afghani – 160,000.00 and Lot # - II: Afghani – 150,000.00
