The Ministry of Agriculture, Irrigation and Livestock (MAIL) has received Grant under grant No. TF-013820 for financing from The World Bank toward the cost of the National Horticulture and Livestock Project (NHLP) of MAIL, and intends to apply part of the proceeds for consulting services.

 

1.      Introduction to NHLP

The National Horticulture and Livestock Project (NHLP) have three components: (1) Horticultural Production, (2) Animal Production and Health, and (3) Implementation Management and Technical Assistance Support.

The NHLP objective is to promote the adoption of improved farm production practices via a gradual rollout of farmer-centered agricultural services mechanisms and investment support. Service delivery centered on farmers is expected to increase their involvement in identifying the services they need and in delivering more cost-effective services.

NHLP will contribute to increasing (a) horticultural productivity and production and (b) improved animal production and health. For livestock raisers, this strategy is based on (i) strengthening the delivery of animal production and animal health extension at small-holder level, supported with some investment support for production and health inputs, and (ii) investment in a sustainable broad-scale, livestock disease surveillance and response capability. NHLP will also develop policies for the livestock sector, specifically through trials involving (i) backyard and semi-commercial poultry, and (ii) the strategic feeding of sheep. All of these livestock activities will be implemented in more than 100 focus districts and as many as 24 target provinces.

2.   Job summary

The assignment is for the period of 12 months with possibility of extension.

  • Under direct supervision of the Project Director of National Horticulture and Livestock Project (NHLP), the International Procurement Advisor will advise and assist the procurement team of NHLP and if required other procurement staff operating under MAIL.
  • In line with the World Bank’s Guideline provides advice to the Project Director, and management of NHLP.
  • Help and provide guidance to the national procurement staff of the NHLP, and if required to the other staff of MAIL in conducting complex project procurements,
  • Provides on the job training and hands on trainings through holding procurement workshop on Procurement process and contract Management to the NHLP’s Procurement Staff and if required to the Ministry’s Procurement staff carrying NHLP’s procurement packages, and provides a monthly report to the Project Director.

3.   Detailed Scope of Activity

  • Following sound procurement procedures for NHLP – in accordance with regulations of GIRoA and the World Bank. 
  • Assist and provide guidance for transparent procurement evaluation procedures for NHLP.
  • Assist and provide guidance for timely presentation of procurement records for GIRoA, IDA, ARTF and further relevant stakeholders.
  • Assist and provide guidance for updating the approved Procurement Plan and World Banks' NOL and further relevant approvals.
  • Assist and provide guidance for procurement as per procurement schedule in the Grant Agreement.
  • Ensuring that training in procurement procedures is conducted for counterpart personnel involved with NHLP operations to continue independent procurement work after exit of Procurement Advisor.
  • Assist and provide guidance for the procurements of Goods, Works and Non-consulting services, and making sure that procurements are carried in accordance with the World Bank procurement guidelines.
  • Ensuring that the concerns of the World Bank mentioned in Aide  Memoires are implemented.
  • Assist and provide guidance for updating  the NHLP’s Procurement Manual  as and when required basis;
  • Participate in the hiring of procurement personnel for the NHLP and if required should participate in the hiring process of other personnel hired by MAIL.
  • Assist and provide guidance   to devise inventory systems of the NHLP;
  • Any other procurement related advisory tasks assigned by the Project Director..
  • Assist the staff in finalizing the contract management manual and assist the team in handling proper Contract Management System.
  • Assist the MIS Team by reviewing the existence Procurement Management System and providing feedbacks.
  • The international Procurement Advisor will submit all the developed documents to NHLP up on completion of his assignment.

The National Horticulture and Livestock Project (NHLP) of Ministry of Agriculture, Irrigation and Livestock, now invites eligible consultants ("Individual Consultants") to indicate their interest in providing the Services. Further details can be obtained from the TOR.

(A)           The REOI can be submitted in an envelope or through e-mail.

(B)           The short-listing criteria is as following:

  1. The consultant shall be technically qualified with at least a Master degree in Procurement Management, Supply chain Management, Business Administration, Economics, Engineering, Agriculture or any other related field from a recognized university.
  1. At least 10 years of experience in Procurement out of which, at least five  years should be in  developing country(ies).
  1. Preference will be given to the consultant with regional experience (South Asia and/or Central Asia).

Note:- The candidates that could not meet the minimum qualification will not be considered.

 

 The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 1.9 of Consultant Guidelines. 

A Consultant will be selected based on qualification.
