1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 13, Dec, 2012

2.The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation & Livestock has received a grant from the International Fund for Agriculture Development (IFAD) toward the cost of Community Livestock and Agriculture Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for the Sub project given in Para 3 below.

3. Community Livestock and Agriculture Project, acting on behalf of the Ministry of Agriculture, Irrigation & Livestock, and now invites separate sealed bids from eligible and qualified bidders for the following packages.

The bidders, at their option, may bid for one or more packages.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the IFAD and gov Guidelines: Procurement under Grant IFAD

5.Interested eligible bidders may obtain further information from Procurement Section, Support to National Priority Program  (SNaPP2), Ministry of Agriculture, Irrigation & Livestock (MAIL) and inspect the Bidding Documents at the address given below  from 8:00 to 16:00 Hrs from Saturday to Thursday (Except public holidays).

 

 

6.         Qualifications requirements include:

(a) The Bidder shall submit one similar contract for the amount of  AFN 4.2 Million or equivalent in the last 10 years

(b) The Bidders shall submit last 5 years annual turnover information witch its 2 years turnover comes to AFN-8.5 Million or equivalent.

(c) The Bidder shall submit Bank statements, Letter of credit, audit report or any other financial documents to shows the firms capability from the date of Project announcement up to bid opening date with the amount of AFN-1.7 Million or equivalent.in Closing Balance

7.A complete set of Bidding Documents in English may be obtained free of  charge by interested bidders on the submission of a written application to the address below or sending an e-mail to the address below. The Bidding Documents will be sent by electronic mail.

8. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on June- 22-2019 at 2:00PM in the meeting room of CLAP at Pamir Building, 5 floor, at the address given below to explain the procedure of proper preparation and submission of bid, clarify issues and to answer questions on any matter that may be raised at that stage.

9.Separate Bid for each package must be delivered to the address below at or before 03-July-2019 at 2:00 PM (if the submission date is announced an official holiday, then bids must be submitted next working day at the same time and venue). Electronic bidding shall not be permitted. Late bids will be rejected.  Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 03-July-2019 at 2:00 PM
