1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on December 30, 2012.

2.         The Islamic Republic of Afghanistan has received a Grant from the Afghanistan Reconstruction Trust Fund toward the cost of Strategic Grain Reserve Project and it intends to apply part of the proceeds of this Grant to payments under the Contract: for Procurement of Stationary for Main Office under IFB No: MAI/ARTF/SGRP/2018/NCB/002

The Bidders shall quote for the complete requirement of goods and services specified in the schedule of requirements on a single responsibility basis, failing which such bids will not be taken into account for evaluation and will not be considered for award.

4.         Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits- Current edition January, 2011, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.         Interested eligible bidders may obtain further information from, Procurement Unit, Strategic Grain Reserve Project and inspect the bidding documents at the address given below from 08:00 hrs to 14:00 hrs on any working day from Saturday to Wednesday.

3. Post qualification Requirements (ITB 38.2)

After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 37.1, the Purchaser shall carry out the post qualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified.  Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications. 

(a)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

 

  •   Bidders shall include a letter from a reputed bank indicating their financial status which will indicate their ability to perform the contract of the magnitude equivalent to the quoted price. Alternatively, the bidder may attach bank statement from date of advertisement till date of opening which should have enough credit balance (25% - 30% to quoted price) to cover the quoted price.

 

(b)     Experience and Technical Capacity

 

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

  • Bidders must provide evidence of having completed at least one verifiable contract of similar of equal or larger magnitude in supply of similar goods for livestock within the period of last five years. N/A
  • If the contractor to whom the verification has to be forwarded to response within 5 days from the date of issue of email from SGRP. If no response received within 5 days, it will be concluded that the document regarding verification contract submitted by the bidder is not genuine and the bid will not be considered for further evaluation. N/A

 

7.         A complete set of electronic copy of Bidding Documents in English may be obtained free of  charge by interested bidders on the submission of a written application to the address below or sending an e-mail to the address below. The Bidding Documents will be sent by electronic mail

8.         Bids must be delivered to the address below at or before 02:00 PM Kabul (local time) on Jan 22, 2018. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 02.00 PM Kabul (local time) on the same day.  All bids must be accompanied by a bid security as given below or an equivalent amount in a freely convertible currency.
