The National Horticulture and Livestock Project (NHLP) have three components: (1) Horticultural Production, (2) Animal Production and Health, and (3) Implementation Management and Technical Assistance Support.

The NHLP objective is to promote the adoption of improved farm production practices via a gradual rollout of farmer-centered agricultural services mechanisms and investment support. Service delivery centered on farmers is expected to increase their involvement in identifying the services they need and in delivering more cost-effective services.


NHLP will contribute to increasing (a) horticultural productivity and production and (b) improved value addition. For agri-businesses, this strategy is based on (i) strengthening the delivery of quality products to customers and consumers, supported with some investment support for processing and value addition, and (ii) investment in a sustainable broad-scale, agri-businesses. NHLP will also develop policies for the developing the existing processing centers, specifically fresh and dry fruits processors and value addition businesses, cold storage owners, exporters to international markets and dealing special customers.

Qualifying Criteria:

To qualify for the investment package, the applicants should meet the following criteria:

  1. Land:  the land should be in Gardez (capital of Paktia province):
  2. Privately owned with Sharaiee Qabala, government lease, or Urfi Qabala attested by Local district authorities (Woloswali).
  3. Land ownership documents titled on applicant’s own name, applicant’s father name or applicant’s sons (in case the land is in applicant’s father or son’s name then a consent letter/inheritance entitlement documents shall be provided along with Tazkera copy of the owner).
  4. In case of government lease, an officially certified lease agreement between the applicant and the government body for at least 35 years.
  5. Measurement of land should be 1 Jerib (2000 m2) of land. More land with an appropriate expansion plan will be preferred.
  6. It should be technically feasible for establishment of a pine nut processing center (size and direction).
  7. It could be in an industrial park (if the relevant authorities allow) or private land.
  8. Should have access to electricity, road and markets.
  9. Should not be ex-forest land where trees are cut.
  10. Must have access to enough potable quality well or city tap water.
  11. Site must be suitable for construction.
  12. Must be connected to public grid/ electricity or its equivalent supply.
  13. The applicant must submit its bank statement in the applicant’s firm or applicant’s own name showing a closing balance not less than $ 25, 0000 USD. The bank statement date should not be more than 1 month old before the date of submission and the fund balance will be verified by NHLP during the evaluation which will be within one month after application submission date.

Supporting Documents:

Interested investors should submit their applications using NHLP standard application form which is available online at, or can be collected from NHLP offices. The application should be submitted along with the following documents.

  1. Standard Application Form
  2. Bank Statements (see above for detail)
  3. Land deed or lease agreement (see above for detail)
  4. Copy of Tazkira (see above condition 1 for details)


Application Submission Guideline

  1. All the applications must be submitted to NHLP offices at Kabul before the deadline.
  2. The required documents should be submitted in sealed envelopes clearly labelled as ‘Application for pine nut processing center’, 2018.
  3. All applicants should obtain receipts from NHLP staff immediately after submission of their application.
  4. The deadline for submission of applications is November 18, 2018 at 02:00 PM Kabul local time.

Pre-submission Conference:

All interested applicants are requested to attend a pre-application submission meeting which will be arranged at NHLP offices in Kabul on October 10, 2018 at 02:00 PM The purpose of this meeting is to help and guide the investors in completing applications, inform them about NHLP requirements, and give them advice on how to prepare a successful business plan. Lastly, in the meeting, and all the queries of potential applicants regarding this investment opportunity will be answered.


Selection Process/Steps:

1.       All the applications will be evaluated based on criteria.

2.       NHLP might hold draw if the successful applications exceed the available opportunities.

3.       The land documents and the submitted bank statement will be verified after the evaluation.

4.       NHLP might hold interviews with final shortlisted applicants.

5.       NHLP will inform all applicants of the outcome of their applications.

  1. If the applicant has already received another grant from MAIL and it is not yet completed, he can only be eligible for this grant if his/her performance of the last grant has progressed according to the plan in the agreed MoU for the last or on-going grant.
  2. Existing grantee whose performance has been unsatisfactory will not be eligible for the grant award.
  3. Submission of forged documents will cause debarment of the future opportunities.
