Biography of the Deputy Minister for Irrigation & Natural Resource Management, Ministry of Agriculture, Irrigation and Livestock

 

Engr. Fahimullah Ziaee, the Deputy Minister for Irrigation & Natural Resource Management at the Ministry of Agriculture, Irrigation and Livestock holds a Master degree in Hydraulic Engineering from UNESCO-IHE Institute for Water Education (www.unesco-ihe.org) and a BSc in Irrigation Engineering from University of Agriculture in Faisalabad, Pakistan.

Mr. Ziaee has over 10 years of professional working experience with both donors and Afghanistan's government. His areas of expertise are Irrigation, Integrated Natural Resources Management, Institutional Reforms and linking agriculture to markets. Mr. Ziaee commenced his regular professional career in early 2006 as a Project Officer with the Water Supply & Sanitation Directorate at the Ministry of Rural Rehabilitation and Development and was soon promoted to Project Manager for drought and illicit crops elimination project. Mr. Ziaee was awarded fellowship to pursue his Master degree in the Netherlands from 2009-2011, upon his return he was assigned as Irrigation Policy Adviser to the deputy Minister for Irrigation and Natural Resources and then promoted to the Project Director for the donor funded On-Farm Water Management Project (OFWMP), and later became the  Director for Irrigation  within the MAIL.

 

Mr. Ziaee had the opportunity to contribute to the procedures for establishing Irrigation Associations (IA’s) in Afghanistan, created database for Irrigation projects in Afghanistan, he has played an active role in developing national water strategy and in the formulation of national policy & strategy for rural water supply and sanitation services.

After serving for more than one year as Deputy Minister for Water in the Minister of Energy and Water, Mr. Ziaee was appointed as Deputy Minister for Irrigation & Natural Resource Management in the Ministry of Agriculture, Irrigation and Livestock (MAIL) in Nov 2016.

Mr. Ziaee is also representing the Islamic Republic of Afghanistan in the Board of Governors of the International Center for Integrated Mountain Development (ICIMOD), a regional knowledge development and learning center serving the eight regional member countries (Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal and Pakistan) of the Hindu Kush-Himalaya regions.

Mr. Ziaee has extensive experience of living within multi-cultural societies, working with communities and has the ability to speak English, Dari, and Pashto.
