Background of the Program

In accordance with the Afghanistan’s National Priority program (NPP) and National Transparency and Accountability program, the Support to National Priority Program 2 (SNaPP2) is designed as development program of the Ministry of Agriculture, Irrigation and Livestock (MAIL). The program is set to improve food security and economic status of the poor rural households in piloted provinces of Balkh, Herat and Nangarhar. The SNaPP2 program in Afghanistan Marks as the third development program in Afghanistan which is financed by the International Fund for Agriculture Development (IFAD). The Project life is 6 year, starting in April 2016 and expected to be completed in December 2021

Long and short strategy/goals

The goal of Program is to contribute to improving the food security and economic status of poor rural households in three pilot provinces, Balkh, Herat and Nangarhar. The project will reach at least 57,000 households consisting of 427,500 people in these provinces.

Objectives

The project has 2 objectives:

1. Institutional development and capacity building of community organizations, public extension services and relevant private sector entities in pilot provinces. And;

2. Sustained increased incomes of small farmers and herders fostered by improvements in productivity and output, infrastructure and market linkages.

The source of Funding

It’s an IFAD (International Fund for Agricultural Development) funded project.

Activities

The project has two main components as: Institutional Development & Strategic Investments. Institutional development includes: extension services, private sector development, and policy and implementation support facility. Strategic investment includes: infrastructure, productive investment, rural financial services, and gender engagement.

Balkh, Herat and Nangarhar provinces (The program will be extended to Baghlan, Parwan, Logar and Kabul provinces)
