Status: Ongoing

Objective: The government of Afghanistan applies a coordinated rights based framework for sustainable livelihoods, food security, and nutrition for all interventions in the agricultural sector and beyond, contributing to the achievement of the 1st MDG goal (eradicate extreme poverty and hunger).


Components

  • Under the leadership of MAIL, food security interventions are integrated and coordinated, using a comprehensive and human rights based framework for sustainable livelihoods, food security, and nutrition
  • MAIL and its partners (in particular MEW and MRRD) promote and mainstream food security, nutrition and livelihoods within policy, programme(s) and projects as well as design, coordinate, implement, support, monitor and evaluate relevant projects.
  • Increased awareness about nutrition, food security, sustainable livelihoods and the Right to Food and how to practically address them at community, district, provincial and national level

 

Progress/ Achievements
Training

  • 30 new MAIL staff (contract staff recruited in October 2009) in 3-4 month programme with several modules: management, development issues, project planning, proposal writing, M&E, FSN and sustainable livelihoods
  • Participation in one-week FNS training course in Mazar by FAO project staff (2) and MAIL staff (2) (organized by GTZ January 2010)
  • 25 technical staff from MAIL, MoPH, MoEW, MRRD in Kabul trained in FNS planning
  • 25 technical staff from MAIL, MoPH, MoEW, MRRD in Eastern Region (Jalalabad) trained in FNSplanning
  • 25 Senior MAIL, MoPH, MoEW, MRRD staff participated in FNS policy session (half-day)
  • One day FNS training for MAIL Working Group (5) (conducted by LTU)
  • Co-funding/organization of 3-days Food Security Workshop for central and provincial MAIL staff (24) (June 2010)
  • Right to Food training sessions (half-day each) for UNDAF WG (6), MoJ (20), MAIL (5), FAO

Study Tours

  • Co-funding with UNODC of MAIL participant (DG AL) in sustainable livelihood training in India
  • Funding 10 female MAIL staff to travel to Iran on ‘food security and gender
  • Funding DM and 3 senior female staff to Cambodia and Bangkok on ‘institutional coordination of FNS interventions’ and ‘gender issues in FNS

  • Complete FAO project list as input to MAIL MIS
  • Revised concept notes for MAIL regional /provincial projects
  • Briefing Notes for FNS discussions in the Trilateral Meetings (AF/PAK/US)
  • Technical notes and policy drafts for the Wheat Policy Committee

UNDAF / ISF

  • CTA represented FAO in the working group on “Sustainable Livelihood”
  • Co-chaired meetings alternate with UNEP
  • Drafted the “UNDAF Food Security Policy”
  • Represented FAO on the ISF Planning Team
  • Drafted the UN “Sustainable Livelihood” priority plan for ISF

Challenges

  • Institutional home for FNS remains to be clarified
  • The FNS WG cannot deliver in its current form
  • Finding good local FNS (policy) staff remains a challenge
  • Coordination amongst FAO (projects) is at least as challenging as within government
  • RTF agenda support remains difficult to obtain
