Ministry of Agriculture, Irrigation and Livestock currently performs the following activities:

Policy and strategy formulation, implementation and impact assessment - supplying advice to government on the state of Afghan farming and its role in the economy; and proposing appropriate legislation and regulations and assessing the impact.

Information management and dissemination – collecting quality data and statistics on the agriculture sector and markets to enable better-informed decision-making from the central ministry to the farmers.

Disaster response – responding to natural disasters and helping farms and farmers recover.

Protection activities – undertaking border protection and providing quarantine services to keep Afghanistan free of unwanted pests and diseases.

Agriculture finance – providing money to farmers on favorable terms through the Agriculture Development Fund

Government support programs – administering government assistance schemes.

Supporting community-based organizations – providing funds and resources to enable rural communities to undertake agriculture projects.

Communities and natural resource management – educating rural society in sustainable natural resource management.
-
Irrigation schemes – managing irrigation schemes to provide irrigation water to farmers.

Designing and managing construction of buildings and facilities

Disease control – surveillance of the health status of plants and animals, inspecting and eradicating unwanted plant and animal diseases.

Pest control – containing and then eradicating any unwanted new plant or animal pests that may enter the country.

Food security – monitoring household food security and establishing reserves of vital food supplies.

Agricultural research – owning facilities and carrying out research into all aspects of pastoral farming and horticulture, production and processing.

Extension – providing free advisory services to agricultural producers.

Demonstration farms – owning and running demonstration farms.

Education – providing agricultural high-school, technical, vocational education and training.

Certification, input quality control and food safety standards – establishing standards for agricultural inputs and food products.

Inspection/enforcement/compliance with standards – inspecting and testing inputs, facilities and food products.

Provision of inputs – providing farmers with inputs such as seeds, saplings, fertilizers and animals.

Diagnostic services - providing laboratory and diagnostic testing services for plant and animal diseases and for food safety, and conformity with specifications set by purchasers.

Animal health – provision of veterinary health services, animal reproductive services and products, vaccines etc.

Participation on producer/marketing boards – representing government on statutory organizations, setting prices for some products

Private sector facilitation – providing awards/grants to facilitate private sector participation in the agriculture sector.

Core management and administrative processes to enable and support all the above.
