Comprehensive Agriculture and Rural Development – Facility (CARD-F) aims to increase employment, income and business opportunities primarily targeting rural masses through the design, facilitation and implementation of commercially viable value chains supplemented with rural infrastructure projects in the target provinces of Afghanistan. CARD-F provides needs-based services and support to create and sustain licit businesses in rural communities by providing alternative livelihood opportunities. As a model of cross-ministry collaboration, CARD-F works under the patronage of an Inter-Ministerial Committee (IMC) that consists of the Ministry of Agriculture and Livestock, the Ministry of Rural Rehabilitation and Development, the Ministry of Counter Narcotics and the Ministry of Finance. The IMC is led by the Ministry of Counter Narcotics.

Funded by the British and Danish government, CARD-F seeks to diminish poppy cultivation and empowers rural communities and strengthens their economic standing through Economic Development Packages (EDP), especially customized packages to support critical value chains, identify bottlenecks and provide solutions. EDPs are implemented in two different modalities, through implementing partners and direct implementation unit of CARD-F.

The Facility supports development of agricultural growth opportunities and complementary investments such as infrastructure, processing and marketing. CARD-F phase II ends in December 2018.

Duties and Responsibilities:

The Senior Poultry Officer will work under the direct supervision of the provincial manager and overall supervision of the poultry specialist. The Senior Poultry Officer is responsible to support the design, construction, establishment, training, operation, facilitation and technology transfer to the relevant extension agents and the beneficiary farmers in order to increase the poultry farmers’ income. Specific duties of the Senior Poultry Officer are as follow:

  • Assist in supervising the implementation of poultry components and monitor the activities on daily basis;
  • Assist and train farmers on best practices regarding the poultry farming to improve the quality and quantity of their production;
  • Assess the farmers' current practices and provide guidance on how to correct any issues that may limit productivity;
  • Train the farmers/entrepreneurs on poultry farming and poultry management;
  • Provide support to selected entrepreneurs on poultry facility design, construction, installation, maintenance and the overall poultry farm management;
  • Provide training to poultry farm owners in relation to hygiene, flock management and proper handling of the birds in the farms;
  • Coordinate closely with suppliers of poultry input packages materials during the supply phase of the project;
  • Deliver poultry related extension services to project beneficiaries during the project implementation period;
  • Advice entrepreneur owners on better use of animal feed, housing, water, and other important aspects of poultry farming and poultry rearing;
  • Advice the SSL farm owners on better coop construction, management and better use of poultry feed, housing, water, and other important aspects of household poultry rearing;
  • Train the extension agents on identification and solution of diseases and other poultry rearing problems;
  • Prepare seasonal calendar of poultry activities and train farmers on its usage,
  • Coordinate with other programs/ projects operating in the poultry sector in the province;
  • Collect regular data regarding poultry production and productivity, feeding, vaccination, medication and poultry diseases needed for the project;
  • Assist field staff in conducting beneficiaries surveys;
  • Solve local technical poultry issues where possible and report on-going problems including outbreaks of disease and poultry mortality;
  • Report on periodic basis to the Poultry Specialist and provincial manager; and
  • Undertake other duties and responsibilities commensurate with the role and level of this job as may be requested by the poultry specialist or provincial manager.






  • Bachelor degree in Veterinary or Animal Sciences.
  • Master Degree in the above discipline with specialization in poultry will be given preference.



  • Minimum 4 years of relevant experience in Poultry sector.
  • Experience in provision of training and extension services is also required.
  • Experience in implementing agriculture and rural development projects will be given preference.
  • Familiarity with conducting production level analysis, market analysis, and poultry processing/ marketing is desirable.




  • Basic Computers including familiarity with MS Office Programs;
  • Good Knowledge of English and local languages; 
  • Have good knowledge of communities and villages in Logar Province;
  • Possess good interpersonal skills and communication abilities;
  • Well organized, and ability to properly record and store data;
