Project Background:

Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA) in collaboration with its development partners has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply Systems. Specifically, the GoA has requested the World Bank for assistance in the preparation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms.

The development objective of AAIP project is to increase adoption of improved crop production technologies through expanding development of certified seeds and improving access to agricultural inputs of reliable quality


Job Summary:

 The Admin and Logistics Manager will have overall responsibility of the project administration and logistics management to oversee and coordinate all admin and logistical services being provided to the project offices. The Admin and Logistics Manager will coordinate and report the project Director at MAIL and coordinate with other relevant line ministries. The Admin and Logistics Manager will assist the PMU with operation and project implementation.



Key Responsibilities of Admin and Logistics Manager

Administrative Management:

  •  Provide necessary support to the project staff in all aspect of administration.
  • Contribute to the development and implementation of administration policies and procedures.
  • Manage and lead the team of administration through regular monitoring and feedback process and support them to strengthen the well quality administration performance. 
  • To manage all premises and make sure premises with good security condition and good structure found and contracted.
  • Manage all travels of the project staff inside and outside of the country.
  • Responsible for all administration services including facilities and administration reporting follow up.
  • Select, train, motivate and evaluate administrative management personal and coordinate staff training; work with employees to correct deficiencies; implement disciplines.
  • Continuously monitor and evaluate the efficiency of service delivery methods and procedures; asses and monitor work load, administrative and support system and internal reporting relationships; indentify opportunities for improvement and direct the implantation of changes.
  • Secure and maintain appropriate physical facilities for the project operations.
  • Arrange flights, loading, meals and transportation for office employees.
  • Guide and follow up of the security information to guards, drivers and relevant staff.
  • Supervise the office stationary store and/ or order and distribute stationery supplies.
  • Manage proper filling system.
  • Any other tasks assigned by the line manager.


Logistics Management:

  • Responsible to oversee/ coordinate project logistics to provide smooth operational environment for the staff.
  • Responsible to ensure accountability, transparency and to ensure that internal control system is in place in all project offices.
  • Visiting field offices to asses/ indentify logistical needs and provide the same on timely manner.
  • Participating in senior management staff meeting and providing feedback report on logistical activities.
  • Coordinate the site project written and oral response to legislative and regulatory proposals.
  • Liaising with head of the project regarding their logistical needs and provide the same as and when required.
  • Responsible to ensure that the project top level goals, in terms of support operations are efficiently achieved.
  • Responsible to ensure a proper/ update inventory record of equipments and furniture in the project offices.
  • Responsible to ensure proper documentation of assets/ equipment being issue to returned by staff.
  • To ensure that equipment/ furniture quarterly physical inventory is carried out and update in due time.
  • Receive and inspect imported goods as and when required.
  • Assist logistics staff in their day to day activities and provide them necessary training mentoring or coaching in order to fulfill their assignments efficiently.
  • Responsible to provide due guidance/ instructions to logistics staff for sound and timely performance of duties.
  • Present a monthly report on activities (transportation, fuel consumption, and purchasing done (order follow-up).
  • Any other task assigned by the line manager.


Required Knowledge, Skill and Abilities:


  • Bachelor’s degree in fields related to public administration, business administration, economics, or any other related field
  •  Minimum four years of experience in Administration and logistics management also within the context of emergency preparedness and humanitarian relief including procurement, transportation and distribution, customs clearing, warehouse management and stock management with Government Organizations , International NGO or Donor Funded Projects.
  • Experience working local commodities transporters, including the negotiating of competitive transportation rates especially during the wintertime    
  • Ability to speak and write in Dari, Pashto and English  languages    
  • Expertise using Microsoft word, Microsoft Excel and internet applications
