Background:

The USDA-funded Change Management and Capacity Building Program (CBCMP) for the Ministry of Agriculture, Irrigation and Livestock (MAIL) is a three-year program sponsored by USDA.  The program works directly with MAIL counterparts, to enhance MAIL’s capacity to effectively serve its multitude of stakeholders – from investors to producers.  The Program is designed with two distinct but complimentary components:

• Component 1: develop the capacity of MAIL to design, procure, account for and report on utilization and performance of its financial, capital and human resources provided through both donor and government funding

• Component 2: develop and implement a program of change management to build overall capacity of MAIL to increase its effectiveness in key technical areas that will have the most immediate impact at the provincial and district level.

Job Summary:

Scope Of Work:

The incumbent will be based within the Ministry of Agriculture, Irrigation and Livestock. The Database Officer will work under the direct supervision of MAIL Provincial Affairs Director, and will perform the following duties:

Duties and Responsibilities (but not limited to):

• Create and maintain Database Management System to relevant department.
• Responsible for helping the reporting section in preparing information required for weekly and quarterly reports.
• Install database patches regularly to fix some bugs in the database system.
• Monitor the database performance regularly with using standard tools and make changes in the database system regularly if necessary.
• Review grants access, privileges and system security regularly to have secure database.
• Maintain data integrity and data consistency.
• Provide technical design, entity relationship diagram, data flow diagram regarding new requirement for the application system.
• Ensure that all database system are integrated, the operational configuration changes and update are supported and implemented into the system timely, accurately and as pear the specifications.

•  Responsible for training & mentoring of the staff on national and sub-national level.
• Responsible for overseeing the integrated information system operation and output ensuring accurate recording of data.
• Accomplish other activities required by the director.

Required Qualification & Work Experience

• Three to five years of working experience with ministries, independent administrations or with International NGOs,  in similar positions;
• The incumbent must have bachelor degree in Information Technology, Management Information System or related fields.
• Advanced writing and excellent oral communications skills in English, Pashtu and Dari;
• Strong interpersonal skills.
