  1. Program Overview

Baghlan Sugar Factor was established in 1938 (1317) with initial capital of 43 million Afs and 350 technical and administrative workers and 700 seasonal workers. On October 2004 (1383), the factory was privatized and resumed to its operations in 2006 by the name of New Baghlan Sugar Company (NBSC). As a result of insolvency of private investors, intervention happened. DEG, a German investment firm with the support of German Federal Ministry for economic cooperation invested in NBSC in 2005 and later in 2010 the remaining shares were sold to DEG. However, existence of nematodes on cultivation land reduced factory inputs and has reportedly damaged the land targeted for sugar beet cultivation. And likewise challenges resulted, DEG to pass on the shares held by them and KWS to Ministry of Agriculture, Irrigation and Livestock (MAIL).

In this way, MAIL can work on alternative concepts for the future purpose of NBSC and take charge of implementation. In order for MAIL to continue the production of sugar and implement other alternative plans for sustainablity of the NBSC, we  would like to designate a qualified person as Head of Accountant that can lead, supervise and assist CEO in all accountant and personnel realted acitivites of the company.

  1. Principal Duties and Responsibilities
  • Manage and monitor books of accounts (credits and debits) and other financial related affairs and finance team
  • Monitor the correctness of all the NBSC accounting systems including the general, ledger, accounts payable, accounts receivable and the fixed asset register,
  • Prepare financial statements of the NBSC under Afghan law,
  • Undertake budget planning and cost-benefit analysis working with technical teams
  • Measure profits, develop financial reports and support NBSC achieve its financial targets
  • Prepare all necessary tax reports,
  • Coordination and support for the accounting software,
  • Responsibility for the chart of accounts,
  • Participate at the coordination meetings of the shareholders' meetings, and deliver detailed financial reports presentation
  • Assist CEO in the process of planning and RFPs by providing financial/ budget inputs
  • Manage all NBSC funds,
  • Monitor and implement all necessary transactions,
  • Monitor liquidity of the factory and ensure the required liquidity is available for the operation,
  • Remain the focal point for financial institutions
  • Complete and support all NBSC insurances details and keep insurance account active and updated
  • Implement necessary correspondence with regulators, customers, suppliers
  • Train NSC staff on current case law, accounting software, accounting system and tax and accounting law
  • Lead and supervise the employees of the company and perform employee reviews,
  • Perform any other task assigned by her/his supervisor,

 

  1. Location of Assignment

Baghlan Province with possible trips to Kabul.

 

  1. Supervision, Reporting and Performance Evaluation

The NBSC Head of Accountant will report to NBSC CEO and his/her designated Senior Staff.

 

  1. Job Qualification

To effectively perform the duties outlined in the Terms of Reference, the Head of Accountant should have the following qualifications:

Education

  • Masters in Accountant/ Finance or CA or equivalent qualification

Experience

  • At least 4-5 years of professional experience in accounting
  • At least 2-3 years of experience at leadership level

Functional knowledge (professional requirements)

  • Expertise, specifically commercial and tax law, IFRS and Afghan civil service laws and tax laws
  • Special knowledge of the ordinary course of accounting for business law
  • Special knowledge of the software SAP/R3 and the adjacent modules such as HR, MM, SD, CO
  • Computer skills, Windows, Office Suites

 

Competencies required in the candidate(s) applying:

  • Strong communication skills: Reporting skills, proficiency in English, Dari and Pashto
  • Strong accounting and/or financial management skills
  • Adequate interpersonal skills, confident manner, ability to lead and motivate staff
  • High degree of initiative, independence and commitment
  • Trustworthiness is vital
  • Decision-making ability and ability to work in a team
